Based on the SOPS+architecture, the ETPA is the online preparation, delivery, review, correction, approval, and publication of permit application data for Loads in Excess of Legal Limits. Information requirements are the same as the paper application counterparts.
HAZMAT TMS+empowers State and Federal transportation agencies to safeguard the State homeland with WebCTel online permitting solution (SOPS+) integrated with GPS tracking, monitoring, and recovery systems. Its primary objectives will be to provide an integrated online, monitoring, tracking, recovery, notification, and issuance of HAZMAT registrations and permit process across state government agencies.
Under the ETPA process, the individual, trucking company and the fax/wire company can prepare an electronic application and submit the electronic application to the agency via the web. A permit applicant is able to complete all of the work associated with preparing a permit application “on line” in a secure environment. As a comprehensive web based system, ETPA improves and supports the business process and workflow of the truck permitting processes, increases the level of customer service overall responsiveness and is easy to use.
The ETPA solution was engineered to maintain a persistent and secure transaction state so that any application may be completed over any length of time, while the contents of the work-in-progress remains secure.
The ETPA application provides a reconciliation management tool for all credit cards, cash, and check transactions. The system also supplies a fiscal management-reporting tool, and a Bounce Check Tracking management.
The completeness permit-review process is much less labor intensive to the agency in that reviewing for completeness via ETPA web pages is much more efficient than wading through a large stack of hard copy documents to determine if all of the needed materials are present. Further, much of the completeness review is conducted electronically, further reducing time and cost. The applicant will receive feedback, via e-mail on the status of his/her permit in a much shorter period of time. This methodology suggests a savings in time and effort to both the agency and the applicant. |

ETPA Limit provides the universal numeric values of weight and height restrictions. This is structured to allow the office to make modifications as rules and limitations evolve over time.
ETPA Rules addresses agency business practices and can be set by the operator including permit fees; minimum and maximum limits for accounts; etc. Operator Values addresses selectable data such as updates to cargo types, unique restrictions, void reasons, etc.
ETPA Staff sets up the administrative and operational structure for use of the system.
ETPA Security addresses access to modules, limiting the ability to manipulate information and data without authorization.
