Philip W. Spayd

Mr. Philip Spayd brings over 25 years in the U.S. Custom Service representing U.S. Customs globally and later working with the Department of Homeland Security. He was a founding Director of Operations Safe Commerce, the first public-private partnership to develop mechanisms to enhance the security of international supply chains. As the Director of Field Operation, Boston MA, for Customs and Border Protection, Department of Homeland Security, Mr. Spayd directed the commercial and inspectional activities of over 1000 Customs and Border protection employees throughout the six New England states.

Mr. Spayd was the Northeast Regional Commissioner in the late 1980s, prior to that tenure he was District Director of Customs in Norfolk, Virginia and before that, Director of Labor Relations at Customs Headquarter in Washington, D.C. He began his government career in 1973 and started work at the U.S. Customs in 1978.

In 1992, Mr. Spayd received a Meritorious Executive Presidential Rank Award for innovative management. In 1996 he received an award from the World Customs Organization for international service.

April 12, 2002, Mr. Spayd received the Coalition of New England Companies for Trade (CONECT) Annual Person of the Year Award. The award was presented to Mr. Spayd for contributions on international trade in New England.
Mr. Spayd has a bachelor degree in political science and a master’s degree in labor and industrial relations. He is a Harvard Senior Executive Fellow.
